Position Title:             Senior Associate Counsel
Reports to:                  Executive Vice President for Government Relations and Policy Development
Summary:
The Counsel is responsible for assisting the EVP, working with AMRPA’s (the Association’s) legal and regulatory issues that support the Association’s legal, policy and advocacy efforts, as well as coordinating with the New York and Springfield, Illinois offices, the Board of Directors, and representing the Association in Washington, D. C. along with other members of the Washington, D. C. staff.
Description of AMRPA:
AMRPA was established in 1998 and is a 501(c) (6) organization. It is the nation’s only trade association representing solely medical rehabilitation providers.  The primary focus of the Association has been Medicare policy in that Medicare revenues represent over 60% of the revenues of the IRH/Us, as well as Medicaid, new areas addressed by the ACA and others.
Esential Duties and Responsibilities:
    Contract review and updating for outside projects.
    Review of proposed legislation, pending and existing laws and legislation.
    Developing or expanding familiarity with Medicare post acute care payment systems for various types of Medicare providers.
    Drafting comment letters on behalf of the Association.
    Attending meetings of various coalitions, other associations, Congressional meetings with coalition members and companies on behalf of the Association.
    Attending and reporting on selected Congressional proceedings.
    Attending CMS meetings/ town halls/ open door forums.
    Assisting with the annual process of developing the Association’s policy agenda.
    Researching legal and regulatory issues affecting members.
    Researching and writing articles for the Association’s magazine and other publications.
    Drafting, recording, proofreading, editing, and retrieving documents such as letters, memos, alerts, and reports for use within the Association as well as outside entities.
    Providing assistance in responding to member and public inquiries.
    Acting as staff for various AMRPA task forces, committees, coordinating with the task force Chair and the EVP.
    Working with outside counsel on various matters from time to time.
    Attending Association meetings.
    Substituting for the EVP in certain circumstances when she is unavailable.
    Assisting with general office operations and administrative needs as requested.
Required Education and /or Experience:
    Legal degree
    Minimum of two (2) years experience working for the U.S. Senate or U.S. House of  Representatives on health care issues, the legislative affairs or policy office of the U.S. Department of Health and Human Services,  other federal agency involved with health care or government relations, or working as legal/legislative counsel or in policy development for a health care trade association
    Excellent organizational skills
    Excellent written and oral communication skills including dealing with the public, Congressional and agency staff both in person and on the telephone.  Communicate efficiently with co – workers
    Ability to maintain confidentiality of sensitive and confidential issues
    Ability to work under time constraints
    Ability to work independently as well as in a team environment
    Works well in a small, diverse office
    Strong attention to detail
    Ability to set priorities and multi – task multiple projects and tasks simultaneously
