We have an outstanding opportunity available for an experienced professional to plan, organize, and perform electric utility environmental and regulatory compliance activities for electrical generating facilities; and perform related work as required.

You will participate in the development and implementation of environmental compliance goals, objectives, federal, state and regional policies and regulations, plans, and procedures; conduct environmental monitoring; collect and analyze data; prepare detailed technical and regulatory reports including, but not limited to, accurate air emissions, storm water, and industrial waste; provide technical expertise to City departments and divisions; research environmental issues and recommend cost-effective solutions; coordinate, monitor, and audit City and private testing company’s laboratory analyses; maintain and provide an effective environmental compliance training program for staff; coordinate environmental compliance activities related to operations; administer and negotiate contracts with consultants and contractors to ensure all City requirements are met and terms of the contract are fulfilled; review the work of consultants; perform field surveys and investigations; and occasionally drive on City business.

Requires a Bachelor of Science degree from an accredited college or university in environmental engineering, environmental science, or electrical, mechanical, or civil engineering or a closely related field and three years of progressively responsible experience in a directly related environmental field OR any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. A valid California Class “C” driver’s license or equivalent is required at the time of hire; registration as a Professional Engineer in California and Qualified Storm Water Pollution Prevention Plan Developer (QSD) Certificate or equivalent is desired.

Additional requirements include knowledge of the issues, principles, and practices of environmental engineering and regulatory compliance, especially related to electrical generating facilities and utility operations including, but not limited to, air quality, water quality, and hazardous materials regulations; applicable local, state and federal environmental and operating permit requirements; research and auditing methods; analytical techniques; and surveying and investigatory methods and techniques. Ability to make independent judgments and decisions based on standard policy and procedure; read and review basic engineering designs and construction documents; operate pollutant analyzers and related recording and monitoring equipment; plan, organize, and perform environmental and regulatory compliance activities; read and comprehend regulatory documents; recommend cost-effective corrective actions and enhancements; prepare and present clear, accurate, comprehensive, and concise written reports, recommendations and correspondences; coordinate activities with engineering, operations, and maintenance staff; comply with City safety practices; communicate technical concepts to non-technical groups and individuals; establish and maintain effective working relationships with supervisors, fellow employees, regulatory agency staff, consultants, contractors, and the public is also needed.

We offer a starting salary of $8,000 to $10,520 per month plus superb benefits including City-contributed retirement plan, cafeteria-style health benefits, and tuition reimbursement.
