SALARY RANGE: Range 11 $100,427 to $110,374 per year plus competitive benefits 35 hours per week

SUMMARY OF FUNCTION:

Manage the construction of a diverse range of environmental restoration and other special projects throughout our jurisdiction. Provide expertise and professional leadership to the Construction Services team in undertaking these works. Participate in all phases of the project lifecycle including planning, design, procurement, approvals, and construction as part of a dynamic and multi-disciplinary group. Occupational Health and Safety is a Major Responsibility of the position. NOTE: Hiring at TRCA is contingent to the clearance of the Vulnerable Sector Screening. Candidates will be asked for a screening only where they have been selected as the leading candidate.

KNOWLEDGE:

    Degree in civil or water resources engineering or engineering technologist diploma;
    Licensed as a Professional Engineer in the Province of Ontario or C.E.T. in good standing with OACETT;
    Minimum 10 years of experience related to the major tasks, with a minimum of 5 years in a supervisory/management capacity;
    Sound understanding of the Occupational Health & Safety Act with an emphasis on Ontario Regulation 213/91;
    Knowledge of CCDC documents, the Construction Lien Act, OPSS/OPSD;
    Demonstrated experience implementing stream, shoreline and/or slope stabilization works a major asset;
    Experience preparing detailed construction phasing plans and construction estimates;
    Knowledge of heavy equipment needs to implement the detailed design;
    Knowledge of industry-standard Erosion Sediment Control (ESC) measures and other construction site Best Management Practices (BMPs), specifically while working in/near water;
    Ability to effectively communicate both verbally and in writing with a diverse range of staff, from planners to surveyors to construction site staff including heavy equipment operators;
    Strong analytical and organizational skills;
    Knowledge of project management principles an asset;
    Valid Ontario “G” class driver’s license
    Willingness to attend site meetings in a variety of weather conditions and willingness to travel throughout the Toronto Area during business hours as required

SUMMARY OF MAJOR TASKS:

Perform the following tasks under the general direction of the Senior Manager, Engineering Projects:

    Manage a group of 20+ staff to implement multiple single and multi-year capital and special projects, ensuring that projects achieve design objectives on budget and on schedule, and are completed in compliance with all permits and approvals.
    Manage the resource needs for the construction phase of multiple projects and make recommendations to ensure that the Engineering Projects team continues to meet its deliverables to the highest standards.
    Manage overtime, lieu time banked/used and vacation schedules to ensure efficiency and avoid disruptions to construction progress.
    Manage the preparation of detailed construction estimates and monitor construction expenditures.
    Ensure quality and consistency of completed daily site reports and related documents by and for Site Supervisors.
    Manage the preparation and award of TRCA’s annual Heavy Equipment Contract.
    Ensure staff compliance with the OH&S and TRCA Health & Safety policies and procedures.
    Work with other members of the Engineering Projects team to lend expertise during the development of detailed designs both in-house and by consulting engineers.
    Work closely with Senior Manager on the preparation of annual and multi-year projects and programs with respect to anticipated construction costs of proposed undertakings.
    Review and provide input on design specifications for detailed drawings and tender packages. Manage the services of specialized contractors.
    Manage engineering support staff assisting with the review of design briefs and drawings by staff and consulting engineers, site inspections, and other duties as required.
    Manage the receipt of construction permits and other approvals required for construction.
    Research, promote and implement new and innovative construction techniques and methods.
    Liaise with internal staff, the public, consultants, industry, politicians, special interest groups, and other government agencies.
    Implement new processes and procedures related to construction services. Ensure compliance and monitor effectiveness of new processes and procedures, and make recommendations for improvement ongoing.
    Hire, train, supervise, motivate and evaluate staff.
